BASIC FUNCTION: (General summary of the job, level of skill, level of responsibility)

The Quality Assurance Manager’s primary responsibility is to develop and coordinate a quality system that meets customer expectations and ensures the production of defect free product, along with the communications of information to other plant personnel and suppliers for never ending improvement in plant processes and product.

PRINCIPAL DUTIES & RESPONSIBILITIES: (Identify essential functions and responsibilities)

Establishes and facilitates relations with customer quality and Engineering to determine quality system requirements and any needed improvements. Has quality responsibility for incoming material and finished product.

Maintain a quality system, which provides a feedback information system to support a never-ending improvement process.

Design review with in-house engineers concerning manufacturability of product and processes.
Directs the functional training needs in statistical techniques and reviews effectiveness of training in terms of defect free product and process improvement.
Review and advise plant staff and upper management of customer concerns and product problem and make recommendations where improvements can be made.

Establish and control department budget and Cost of Quality Report to meet quality goals.
Establish and maintain a supplier performance feedback to Purchasing and suppliers for continuous improvement.

Review and coordinate new production timing and launch. Reports on status of program to plant management and Engineering, Sales and Customer.

This position has the authority to stop their process at any time in order to investigate a product, process, Environmental Management, or Quality System nonconformance or to prevent suspect product from further processing. In addition, they are authorized to initiate action to prevent occurrence of nonconformances, identify and record problems, recommend solutions to nonconformances found within their control and to verify the implementation of solutions. Lastly, this position has the authority to represent the needs of the customer in internal functions addressing IATF 16949 requirements that are within their control.

Serve on a project or permanent teams as required to address special issues or problems.
Serve as IATF 16949 Management Representative for the Springdale Plant. Has responsibility to ensure that the plant’s quality system meets or exceeds IATF 16949 standards. Has responsibility to audit the quality system on a regular basis to ensure this compliance.

Ensure the requirements of China’s Implementation Rules for Compulsory Certification of Motor Vehicle Products (CNCA-C11-06:2014) are fulfilled and that the complete implementation is secured and adjusted periodically to the given changes.
Ensure CCC certified products are at all times in compliance with the Relevant Chinese Product Standard (GB 16897-2010).

Ensure compliance and existence of procedures governing product labeling with the use of the CCC logo.

Ensure that a marking control procedure exists and is followed for CCC certified products. Faulty or non-certified parts should not be labelled according to this procedure. This is to include control of marking during times of certification modification or adjustment.

Ensure the continued implementation of a CCC Conformity of Product Control Plan.

Ensure changes to CCC products are declared, recorded, and approved before production is allowed.

Complete and comply with any relevant customer specific requirements.

In relation to quality management system responsibilities, the below items are the responsibility of the QMS process owners.
• Organizing the analysis, the review and the description of the Key Process with the involved parties;
• Defining the indicators and monitoring them;
• Proposing improvements

Responsible for all EH&S policies and procedures within the plant, as well as management of all work-related incidents.

Responsible for administration of the ISO 45001 and ISO 14001 management systems, and for all other safety and environmental internal and external audits.

KNOWLEDGE AND EXPERIENCE: (Minimum qualifications necessary to perform the job competently)

Educational Experience: Bachelor’s Degree

Field of Study/Technical Certifications: Any Engineering Discipline

Minimum # of Years of Experience: 5 years

Required PC Skills:
Word, Excel, PowerPoint, AS400, CMS

Required Technical Skills:

Additional Job Specifications and required behaviors (Teamwork, multi-tasking, etc.):
Six Sigma Green Belt or Black Belt

INTERNAL AND EXTERNAL CONTACTS:

Communicate daily with plant management on quality concerns and products concerns. Have daily contact with Sales and Engineering regarding quality and product capability. Have frequent contact with Customer Engineering and Quality personnel. Communicate with suppliers daily on quality concerns and performance. Communicate with Engineers, external customer plant management, as to status of new program and Engineering change.

WORKING CONDITIONS/PHYSICAL DEMANDS: (e.g. work environment, lifting heavy objects, etc.)

Majority of the job will be sitting, standing, and walking in a normal office environment. Use of dexterity of hands and fingers to operate standard office equipment (computer, printer, etc.) will be required; occasional lifting light objects 5-10 lbs.

The employee is occasionally exposed to moving mechanical parts and vehicles of a manufacturing/assembly environment. The noise level in the work environment is usually quiet to moderate.
